In a special weather statement, the agency said the frozen ground has a reduced ability to absorb this rainfall, so "localized flooding in low-lying areas is possible," as well as ponding of water on roads.

Environment Canada has issued an alert for heavy rainfall in Toronto, beginning Sunday morning and tapering to isolated showers Sunday night.

They said they are expecting rainfall amounts of 20 to 40 millimetres.

In a special weather statement, the agency said the frozen ground has a reduced ability to absorb this rainfall, so "localized flooding in low-lying areas is possible," as well as ponding of water on roads.

Environment Canada warns not to approach washouts near rivers, creeks and culverts, and to keep children and pets away from creeks and river banks.
