Toronto man charged in 'hate-motivated' threats, harassment investigation

Police said a Toronto man has been arrested in relation to suspected hate-motivated threats and harassment that started more than two years ago.

The Toronto Police Service (TPS) said between Jan. 13, 2023, and Oct. 15, 2024, a victim received several phone messages and emails from various numbers and email accounts.

It is alleged the accused sent anti-South Asian text messages and emails that were "threatening and harassing in nature."

"This investigation is being treated as a suspected hate-motivated offence," police said in a release.

The TPS said a suspect was identified through an extensive investigation.

Matthew Santoro, 37, of Toronto, was arrested on Sunday and charged with harassment by repeated communication with a person and uttering threats. He is scheduled to appear in court at the Ontario Court of Justice on Armoury Street on March 7.

None of the allegations have been tested in court and Santoro is considered innocent until proven guilty.
